this is not leadership of Long Beach I've been in the city for 48 years we do not want any church involved no ministers no pastor this has to be a community-driven process from those who are from the community within the community and I have been serving the community it is none of the ones that you have mentioned or no one moderating on this panel this is a continuing of a dog and pony show none of these people have been at the community round tables over the last 10 years I've talked about in the community I'm not talking about in their little circle their little circle is the reason that the black community is suffering and on life support and have been for the last 20 years and the reason that we're on the top of every statistical category of everything bad and the reason that we're at the bottom of every statistical category of everything good its behind this false mis-leadership stop this let the Community Drive the process and stop dictating

I am concerned i work in justice reform and we have to address the inequity in police arrests. The arrest data is concerning and inequity in police brutality stems from the inequity in arrests. The Long Beach Police Department Used More Deadly Force per Arrest than 92% of Depts out across the usa. 1. How can we get the actual arrest data which is more detailed so we have more transparency. 2. What are we doing on a academy level and in training our officers on race, diversity, . we cannot stop police brutality or inequitable arrests without unraveling the systemic racism.

Last week, the LA City Council proposed establishing a City Office of Violence Prevention which would dispatch professional and civilian crisis response workers for certain 911 calls, rather than uniformed police officers. Last year, the LA County Board of Supervisors established and funded a Countywide Office of Violence Prevention to apply a public health approach to public safety efforts including funding gang intervention workers and community-led safety solutions like their Trauma Prevention Initiative in South LA. These efforts are focused on recentering public safety efforts and funding on the social service agencies whose efforts actually prevent violence and including law enforcement as a necessary partner but not the lead in coordination or funding. Does Long Beach City and/or Council have any plans to align with these local jurisdictions by expanding and funding similar public safety efforts?

I am a lawyer and former federal prosecutor. As a Black man, I am always conscious of what I am wearing and what I am doing when I leave the house because I know that I could be killed by a police officer that may perceive me as a threat. This is a time when we need to ask ourselves what public safety means and whether our laws and our budgets reflect those priorities. Today, as we begin to ask ourselves what solutions are available to change our country and our city to prevent another death like the police killings of George Floyd and Breonna Taylor, we need to think beyond reforming policing. Instead, our solutions must change the ways our communities work, by shrinking the police footprint in our country — and by investing the savings in areas that truly will make us safer. Wealthy, suburban communities that have good housing, jobs, schools and access to healthcare rarely interact with the police. We must re-imagine public safety or we will be having the same conversations again in 30 years.

June 19 lbpost.com article says: While police have significantly reduced their overall use of force cases, force is still disproportionately used against Black residents. According to 2018 data from California Department of Justice, 29% of the most serious uses of force were against Black individuals in Long Beach, though Black people make up about 12% of the city’s population.

No more Black deaths by police is my demand. “According to figures from Mapping Police Violence (MPV), the LBPD killed 24 people between 2013 and 2018. An MPV analysis shows that Black people are 3.5 times more likely to have deadly force used on them by Long Beach police than their White counterparts. Of the 602 civilian complaints related to Long Beach police misconduct filed between 2016 and 2018, only one in every 201 was ruled in favor of the complainant, according to MPV. A complaint is usually the first step to imposing disciplinary consequences on an officer.” https://forthe.org/journalism/lbpd-settlement-data/

The community can start at any moment to build an alternative to the police. Reduce the scope of the LBPD ‘responsibilities’. Develop community intervention teams that can act as buffers to the LBPD. An Absolutey critical question for us as Long Beach Citizens is ‘how can we prevent LBPD interacting with our neighbors?”

Police Union was one of the largest donors to Mayor Garcia's campaign. Police unions have a direct correlation to increased use of lethal force comparing with other cities that do not have unions. They broker for legal representation and ability to use force and not be held accountable.

FYI- The Minneapolis police dept rewrote their policies to hold sanctity of life first and that officers in the presence of police brutality would be held accountable. That was in 2013. We need to put the public back in public safety. The public safety narrative has been wrongfully centered on police as the core and they are not. Public safety efforts need to be informed by those most affected. We need survivor-centered community-based alternatives that are FUNDED through the existing police budget to those agencies and partnering city departments to do the root cause work. There is an existing framework being advanced across the state and nationally that could be a great fit. sharedsafety.us/

It's not just the CCPC. Another problem no one is addressing is the city's Civil Service Commission. There are instances where police officers have been fired for cause (robbery - LAPD Rampart scandal) and violating the PD's gun policy. Officers then appeal firing and/or other discipline to the Civil Service Commission, and that commission orders the PD to reinstate them, with back pay.

How is it that our city is the nation's 43rd most populous, but 15th most deadly by police violence per capita? (https://mappingpoliceviolence.org/cities) How much of this is due to structural inequities in revenue sources - i.e. Tidelands vs. General Fund ? Why is it we cannot see a spreadsheet, the way we can for every single other City Department, for how a given investment results in measurable, verifiable outcomes when it comes to the LBPD? How is it that publicly funded programs for public health/safety/welfare skew so heavily towards one group at the expense of another? Why is it that here in Long Beach, one of the most diverse and vibrant cities in the wealthiest most powerful nation on earth, cannot achieve the public health outcomes with policing, or coronavirus response, that places like Norway, Vietnam, New Zealand, Singapore, etc. have already achieved? I want to see these and other questions from the community brought up in each of these sessions addressed formally.

Un-fun fact for anyone in this chat. Al Austin was just named Chair of the Budget Oversight Committee by Garcia. In the early 2000s, he was actually a commissioner on the CPCC. He had every opportunity to hold LBPD accountable for their brutality, misconduct, and abuse of power. But did he? Of course not, he turned a blind eye because he, like Garcia and like almost every member of council benefitted from the money donated to him or his campaigns. Instead he filed complaint after complaint against an outside investigator, Thomas Gonzalez, who was actually investigating these police complaints. How are we supposed to trust a person like Austin who didn’t stand up to what was right back when he was on the CPCC and who doesn’t stand up to what is right when he votes to approve the destruction of police records?

My concern is community safety is left in the hands of the Long Beach Police Department. LBPD holds 48% of the City General Fund and has started to monopolize on human services like Mental Health, Homelessness and Community Building. As a taxpayer, I do not want the police to take the role of the right professionals who went to school and have years of training and education to support human health needs. Many studies suggested that community policing does not significantly reduce crime or make communities safer under this current administration.

I feel it is important for city leaders to shift their values and investments from Law and Order to Community‐oriented policing (COP) which features strategies to promote community engagement in public safety and collaborative approaches to crime prevention and crisis management. I want to see my neighbors talk out their differences and not call the police for every little dispute. I want to see community peacekeepers reduce conflict between neighborhoods. I want to see the health department, Parks and Rec and Workforce development fully funded and all people supported with resources they need to achieve their own goals and dreams. This is doable. I ask all city leadership to vote in or set up a ballot measure for a moratorium on all budget cuts to the Health Department, Parks and Rec, and Workforce Development for the next ten years. Then vote in a 5-year plan to reduce the reliance of policing and redistribute the funds from the police into the Health Department, parks and Rec, and Workforce Development.

In late 2014, U.S. President Barack Obama established the President's Task Force on 21st Century Policing to respond to national concerns about police‐community relations. The Task Force's report examined policing strategies to maximize both effective crime prevention and public trust and confidence in the police (President's Task Force on 21st Century Policing, 2015). Community‐oriented policing (COP) features heavily throughout the report as one such strategy to promote community engagement in public safety and collaborative approaches to crime prevention and crisis management. ------- To Jessica's point earlier these reports and other evidence base programs and strategies are sitting on the shelves.

I agree with the financial consequences idea. It needs to affect the bottom line for the department when the PD work has negative outcomes for the community. We don't transfer and/or pay a doctor more when he/she causes a death as a result of malpractice, they get penalized and risk losing their license. Why do we treat this civic department differently? And it seems the Culpable Immunity was developed in response to the Civil Rights Movement.

I was hit by a van in October of 2018. I was injured and bleeding. I called for the police to come take a report, but called my boyfriend who was only two blocks away to come take me to the hospital. I did not want to pay or wait for an ambulance. I called dispatch to let them know they would need to take my report at the hospital. Dispatch connected me to the officers arriving on scene and I notified them what was going on. They immediately said I needed to turn around. I asked if they were denying me medical attention and there response was "If you want to play games, then are you fleeing the scene?" At that point I felt threatened and unsafe to proceed to the hospital. When we arrived back at the scene of the accident, there were six police vehicles there. I fear that I would have been arrested had my boyfriend not been there. Even the driver who hit me stood up for me.

A friend of mine shared today that when his car was t-boned near Anaheim and Pine about a year ago and he got out to check if the driver who had crashed into him was ok, the police came running on foot to see if my friend (a black man) was a threat to the driver who crashed into his car (a white woman). The woman then had to reassure the police that that was not the case. Then the police left and did not help them at all at the scene of the accident.

I did not get a chance to fully speak. I raised hand in the beginning of this session. I have been a LB resident for 53 years. I have that many years of police brutality. Not with me personally, but with friends and loved ones. I hope there will be an effort made to do something about this policing (bad policing) because it is time to make some changes. I am now 63 years old. The same thing was done then that is done now. After every more serious incident (Rodney King, riots) there were town hall type meetings going on for weeks, still no changes. Now same thing talking to people who look bored. Police still harass, disrespect, injure, and kill Black people with no repercussion. I have 5 Grandsons who all are raised right, good grades in school, do not sag. I am very concerned for my Grandsons if they are stopped.
