Last week, the LA City Council proposed establishing a City Office of Violence Prevention which would dispatch professional and civilian crisis response workers for certain 911 calls, rather than uniformed police officers. Last year, the LA County Board of Supervisors established and funded a Countywide Office of Violence Prevention to apply a public health approach to public safety efforts including funding gang intervention workers and community-led safety solutions like their Trauma Prevention Initiative in South LA. These efforts are focused on recentering public safety efforts and funding on the social service agencies whose efforts actually prevent violence and including law enforcement as a necessary partner but not the lead in coordination or funding. Does Long Beach City and/or Council have any plans to align with these local jurisdictions by expanding and funding similar public safety efforts?

I am a lawyer and former federal prosecutor. As a Black man, I am always conscious of what I am wearing and what I am doing when I leave the house because I know that I could be killed by a police officer that may perceive me as a threat. This is a time when we need to ask ourselves what public safety means and whether our laws and our budgets reflect those priorities. Today, as we begin to ask ourselves what solutions are available to change our country and our city to prevent another death like the police killings of George Floyd and Breonna Taylor, we need to think beyond reforming policing. Instead, our solutions must change the ways our communities work, by shrinking the police footprint in our country — and by investing the savings in areas that truly will make us safer. Wealthy, suburban communities that have good housing, jobs, schools and access to healthcare rarely interact with the police. We must re-imagine public safety or we will be having the same conversations again in 30 years.

It's not just the CCPC. Another problem no one is addressing is the city's Civil Service Commission. There are instances where police officers have been fired for cause (robbery - LAPD Rampart scandal) and violating the PD's gun policy. Officers then appeal firing and/or other discipline to the Civil Service Commission, and that commission orders the PD to reinstate them, with back pay.

Un-fun fact for anyone in this chat. Al Austin was just named Chair of the Budget Oversight Committee by Garcia. In the early 2000s, he was actually a commissioner on the CPCC. He had every opportunity to hold LBPD accountable for their brutality, misconduct, and abuse of power. But did he? Of course not, he turned a blind eye because he, like Garcia and like almost every member of council benefitted from the money donated to him or his campaigns. Instead he filed complaint after complaint against an outside investigator, Thomas Gonzalez, who was actually investigating these police complaints. How are we supposed to trust a person like Austin who didn’t stand up to what was right back when he was on the CPCC and who doesn’t stand up to what is right when he votes to approve the destruction of police records?

I was hit by a van in October of 2018. I was injured and bleeding. I called for the police to come take a report, but called my boyfriend who was only two blocks away to come take me to the hospital. I did not want to pay or wait for an ambulance. I called dispatch to let them know they would need to take my report at the hospital. Dispatch connected me to the officers arriving on scene and I notified them what was going on. They immediately said I needed to turn around. I asked if they were denying me medical attention and there response was "If you want to play games, then are you fleeing the scene?" At that point I felt threatened and unsafe to proceed to the hospital. When we arrived back at the scene of the accident, there were six police vehicles there. I fear that I would have been arrested had my boyfriend not been there. Even the driver who hit me stood up for me.

I did not get a chance to fully speak. I raised hand in the beginning of this session. I have been a LB resident for 53 years. I have that many years of police brutality. Not with me personally, but with friends and loved ones. I hope there will be an effort made to do something about this policing (bad policing) because it is time to make some changes. I am now 63 years old. The same thing was done then that is done now. After every more serious incident (Rodney King, riots) there were town hall type meetings going on for weeks, still no changes. Now same thing talking to people who look bored. Police still harass, disrespect, injure, and kill Black people with no repercussion. I have 5 Grandsons who all are raised right, good grades in school, do not sag. I am very concerned for my Grandsons if they are stopped.
