Comment follow up to Jackie Burke and police culture – need to stop glorifying police. City, all cities, are too eager to state they are heroes, name freeways, streets after them. This is misplaced given the treatment of the community by police.

Good to hear people of color in upper management ranks within the City. But curious if there are black/brown people in upper management within City depts. Because what I see is cronyism with a "hint" of racism and gender bias keeping people of color and women out of positions of power... particularly within LBFD.

I have experienced Racism with two organizations with whom the City of Long Beach partners/collaborates with. I have directly addressed with these two organizations with no resolution. I experience further mistreatment by one of these organizations. I recommend a pathway for residents to address with the City of Long Beach these issues. This pathway to have accountability. Further recommendation the City cease partnering/collaborating with organizations who express racism.

The "Citizens' Police Complaint Commission" needs to be refigured and renamed, not only given subponea power, but given the power to amnesty officers who commit to the framework - maybe we need to call it the "Citizen's Truth and Reconciliation Commission" or something. There are a number of existing models for incentivizing the participation of city employees from recalcitrant departments.I agree with what Sheila and Kim said earlier: what could we do with 50% of the LBPD budget - some $124 millions from the general fund (paid for by oil sales...) - for public health and mental health and homelessness and housing and social services roles better suited in other departments? What could we do just by going line by line through the LBPD budget and eliminating all the toys and military transfers and sell-downs? What would a demilitarized public safety employee pool look like for the 21st century in this town?

Kim, is that statistic for all police departments in all of Orange County?

On average, LBPD killed 7 Black people, 8 Latino people, and 5 white people every year.

That stat is incredible - 20 a year in a city of 500k, vs 5 in 5 years in a county of 3 millions

Yes, Sheila! I've been on a number of these calls, not all but maybe half, and when I first saw the announcement of these sessions I was expecting to see hundreds of participants at each one, but the ones I have attended have been aroundthe same number of people as this one, 30-40-50 people. I hope though that the city does not take this as a lack of engagement on the part of citizens, and say, well, only 50 people out of 500,000 participated, so we (the city) can just listen, acknowledge, and move on without making any change.I think if the city perceives that as apathy, it is because the reason the majority of people don't know/don't care who their councilperson is,because they feel their council person doesn't know/doesn't care who they are. and it's also intimidating to speak publicly, but if people were able to engage more one on one with their councilmembers/city staff, more community members would feel that the city cares, and would be more empowered to bring their voices to the table.

The city cannot claim to want to address any of these issues without committing significant, ongoing funding for both increased staffing and operating resources in the equity office.

Oh yeah, commission need to meet in the evening to more persons can attend. Eliminate mid-morning, lunchtime commission meetings.

Agree with Bill, commuting for work in Los Angeles does not allow for many people who want to be engaged and attend commissions’ meetings when they’re in the middle of the day. It’s not as accessible to be active. Making these meetings online has increased accessibility.

Communication campaigns around systemic racism from the city could include concepts like: "Black on Black crime" is a fallacy which only means that people are more likely to kill people of their own race.

The need to address the housing crisis sweeping the city is urgent; specifically, gentrification that is spurring displacement of people of color and low-income residents who cannot afford steep increases in rent and home prices must be addressed. Black women are most rent burdened in LB.

One thing that has not been mentioned here that affects the Black and Brown communities is the environment. Long-standing harm caused by environmental hazards is affecting communities of color and low-income neighborhoods more than others as people of color in Long Beach have a higher pollution index.

Agree with Kim - one of the long-term goals should be to change Long Beach, structurally, from a majoritarian renter city (60/40) to a majority ownership city, starting with reversing the flow of black residents in town that gentification is such a centrifugal force multiplier for - we can do that...

...by rethinking local hire and apprenticeship - especially in a just transition framework. I'm a climate guy, I think we need a WW2-style mobilization of resources to meet the climate challenge, like yesterday. Whaddya know! I grew up in the town that built the Arsenal of Democracy and beat the fascists in that war then.

More recommendations: • In Long Beach, people belong to more than one group that is marginalized, and that overlap can compoundinequity. City leaders should craft policy strategies to take into account the cumulative impact of various forms of discrimination. For example, LGBTQ youth might also beyouth of color, seniors may be immigrants, people with disabilities may be people of color, etc. Health-care access and services, including mental health and substance abuse treatment, are areas where outcomes could improve with more attention on intersecting dynamics ofstructural inclusion.
