Kim, you will be after Sheila

01:32:22
Hi, those making comments, make sure that you are sending the messages to all panelists AND attendees.

01:32:27
Hello

01:32:35
Dave, bill, sheila, your comments went only to panelists

01:32:44
Thank you Shreya

01:32:56
daily?

01:33:15
everytime there is an issue with a member of that community, similar to Mark's response

01:33:19
Comment follow up to Jackie Burke and police culture – need to stop glorifying police. City, all cities, are too eager to state they are heroes, name freeways, streets after them. This is misplaced given the treatment of the community by police.

01:33:19
Good to hear people of color in upper management ranks within the City. But curious if there are black/brown people in upper management within City depts. Because what I see is cronyism with a "hint" of racism and gender bias keeping people of color and women out of positions of power... particularly within LBFD.

01:33:51
I have experienced Racism with two organizations with whom the City of Long Beach partners/collaborates with. I have directly addressed with these two organizations with no resolution. I experience further mistreatment by one of these organizations. I recommend a pathway for residents to address with the City of Long Beach these issues. This pathway to have accountability. Further recommendation the City cease partnering/collaborating with organizations who express racism.

01:34:56
victims of our local authorities, not *lost*

01:39:35
Agree with Melissa Morgan – have been told by City leader “You are one voice, until we hear from more voices stating the same it’s a non-issue.” Thereby this City leader invalidating/dismissing my concerns

01:39:43
Fully agree with Melissa Morgan - one of our goals should be to reverse the outflow of skilled black workers out of Long Beach and LA County

01:40:06
Thank you Melissa, internal unlearning of white supremacy habits & practices in the city is critical.

01:41:16
thank you so much Melissa, all valid points we have experienced and part of how we must begin to change

01:41:45
intellectually bankrupt

01:42:10
Yes Dr. Hollie, talk about it!!!!!! Don't ignore the data and use it for intellectual masturbation

01:43:36
True-efforts must be sustained and follow through must be transparent

01:44:40
Follow up comment to Ms. Hollie – Commissions cannot be “hand-picked” by Mayor or City Council. Also need new blood stop regurgitating same people over and over like Bonnie Lowenthal.

01:45:51
Dr. Hollie comment: The blood of those murdered by the police has fertilized the streets in LB long enough!

01:49:51
Thank you Dr. Hollie. We must understand the past in order to change the present and catapult into the future.

01:53:29
we definitely tried and will continue to work together. unfortunately the resources weren’t always there. that’s one thing that makes Long Beach so incredible—we can work alongside each other

01:53:39
whatever we figure out here—the rest of the country can learn from

01:55:13
Meeting with the Black community does NOT mean just the Black Pastors. It needs to be more cohesive of other voices.

01:55:34
To Be Determined usefulness right?

01:55:49
yes Kim! ditto tgat

01:55:54
that

01:57:05
Didn't mean to end the poll so quickly - sorry everyone. Please continue to weigh in here in the chat

01:57:19
Kim is up next, then Dr. Hollie

01:58:04
Agreed. There should be an environment that is facilitated FOR youth voices with language that doesn't come from decades of working in these systems.

01:58:58
agree wholeheartedly with Vanessa

01:59:51
yes for more youth engagement!

01:59:55
WHOA

02:00:12
i'm afraid to even cross the orange curtain... wow...

02:04:15
Statistics on Mapping Violence website show that Orange County PD killed 3 people between 2013-2019, and in that same time span LBPD killed 24 people.

02:04:16
Regarding police budget – need detail salary amount and amount paid out to overtime

02:05:19
@ Bill budget is online, starts around page 382 https://s3.amazonaws.com/delphius-rds-1/file_uploader/files/attacheds/000/101/780/original/2019-full-budget-book.pdf?1559259810

02:06:16
The "Citizens' Police Complaint Commission" needs to be refigured and renamed, not only given subponea power, but given the power to amnesty officers who commit to the framework - maybe we need to call it the "Citizen's Truth and Reconciliation Commission" or something. There are a number of existing models for incentivizing the participation of city employees from recalcitrant departments.I agree with what Sheila and Kim said earlier: what could we do with 50% of the LBPD budget - some $124 millions from the general fund (paid for by oil sales...) - for public health and mental health and homelessness and housing and social services roles better suited in other departments? What could we do just by going line by line through the LBPD budget and eliminating all the toys and military transfers and sell-downs? What would a demilitarized public safety employee pool look like for the 21st century in this town?

02:06:16
Kim, is that statistic for all police departments in all of Orange County?

02:06:55
Yes for OC

02:07:15
On average, LBPD killed 7 Black people, 8 Latino people, and 5 white people every year.

02:08:24
That stat is incredible - 20 a year in a city of 500k, vs 5 in 5 years in a county of 3 millions

02:08:30
Thanks. and that's a per year stat or during that time those were the stats (3 and 24)?

02:08:35
CPCC - replaced with subpoena, enforcement, accountability.

02:09:40
Shefali, here is the link https://mappingpoliceviolence.org/cities

02:09:47
Thank you

02:12:39
Yes, yes, yes, Dr. Hollie, we cannot simply try to better manage the current system, we must dismantle the current system and rethink it and replace it with something better

02:13:36
Black folks are holding the city accountable as residents that live here, pay taxes and elect officials.

02:13:44
Dr. Hollie, thank you for speaking truth to power! "Fix it or get rid of it!"

02:14:23
thank you Dr. Hollie! You’re offering up really insightful and valuable knowledge.

02:14:24
39 people are on the call

02:16:06
Yes, Sheila! I've been on a number of these calls, not all but maybe half, and when I first saw the announcement of these sessions I was expecting to see hundreds of participants at each one, but the ones I have attended have been aroundthe same number of people as this one, 30-40-50 people. I hope though that the city does not take this as a lack of engagement on the part of citizens, and say, well, only 50 people out of 500,000 participated, so we (the city) can just listen, acknowledge, and move on without making any change.I think if the city perceives that as apathy, it is because the reason the majority of people don't know/don't care who their councilperson is,because they feel their council person doesn't know/doesn't care who they are. and it's also intimidating to speak publicly, but if people were able to engage more one on one with their councilmembers/city staff, more community members would feel that the city cares, and would be more empowered to bring their voices to the table.

02:18:17
The city cannot claim to want to address any of these issues without committing significant, ongoing funding for both increased staffing and operating resources in the equity office.

02:18:20
Oh yeah, commission need to meet in the evening to more persons can attend. Eliminate mid-morning, lunchtime commission meetings.

02:19:10
Human Relations Commission meets in the evenings! We have a special meeting this Wednesday at 6pm and would love to hear from the public.

02:19:35
What is the link, please Shefali?

https://longbeach.legistar.com/DepartmentDetail.aspx?ID=2514&GUID=3CB8B19E-B1EA-44F9-BE8F-C2F903C0D0BE

02:19:44
Thank you Shefali

02:19:50
Thank you

02:20:32
Thanks Shefali - I meant to say all commissions

02:21:19
I agree.

02:24:08
Yes, yes, yes Teresa.

02:25:00
Agree with Bill, commuting for work in Los Angeles does not allow for many people who want to be engaged and attend commissions’ meetings when they’re in the middle of the day. It’s not as accessible to be active. Making these meetings online has increased accessibility.

02:25:40
Communication campaigns around systemic racism from the city could include concepts like: "Black on Black crime" is a fallacy which only means that people are more likely to kill people of their own race.

02:25:40
The need to address the housing crisis sweeping the city is urgent; specifically, gentrification that is spurring displacement of people of color and low-income residents who cannot afford steep increases in rent and home prices must be addressed. Black women are most rent burdened in LB.

02:27:47
One thing that has not been mentioned here that affects the Black and Brown communities is the environment. Long-standing harm caused by environmental hazards is affecting communities of color and low-income neighborhoods more than others as people of color in Long Beach have a higher pollution index.

02:28:03
Agree with Kim - one of the long-term goals should be to change Long Beach, structurally, from a majoritarian renter city (60/40) to a majority ownership city, starting with reversing the flow of black residents in town that gentification is such a centrifugal force multiplier for - we can do that...

02:28:14
After Tiffany, then Bill, 2 phone callers

02:29:05
There are now 40 people on this session

02:29:24
...by rethinking local hire and apprenticeship - especially in a just transition framework. I'm a climate guy, I think we need a WW2-style mobilization of resources to meet the climate challenge, like yesterday. Whaddya know! I grew up in the town that built the Arsenal of Democracy and beat the fascists in that war then.

02:32:17
More recommendations: • In Long Beach, people belong to more than one group that is marginalized, and that overlap can compoundinequity. City leaders should craft policy strategies to take into account the cumulative impact of various forms of discrimination. For example, LGBTQ youth might also beyouth of color, seniors may be immigrants, people with disabilities may be people of color, etc. Health-care access and services, including mental health and substance abuse treatment, are areas where outcomes could improve with more attention on intersecting dynamics ofstructural inclusion.

02:32:21
Thank you Kim, I have mentioned environment on previous calls as it relates to public health and inequities and history of redlining and freeway buildouts

02:34:23
The city should also look at the People’s budget ideas: https://0a56a177-04d6-4317-826d-a68a3454473a.filesusr.com/ugd/a77594_ea015bb9f488496b91680d6cba9f3b1d.pdf

Lydia, I would love to speak with you! Chair of HRC here.

02:36:48
Thanks, Carl.

02:37:58
I second that. Staff are working so hard.

02:38:43
Thank you for spending your Sunday afternoon with us :) Thanks to the behind the scenes staff!

02:39:18
Thank you to the city staff/facilitators for hosting these sessions, and the community for participating. Let's take these words and put them into real, meaningful action to eliminate systemic racism and inequity in Long Beach.

02:41:51
BLMLBC is coming from a place of love for ourselves and our community. We will hold the city leaders accountable. The Movement 4 Black Lives is centered in Healing Justice. Invite us to the tables.

02:43:05
BLMLBC provided those names that Carl read. We must work together.

02:44:38
@Shefali lydiahollie@outlook.com

02:44:51
Thanks! I'll email you now.

02:45:02
Thank you for providing those names BLMLBC. I could not have honored their lives without you🙏🏾

02:45:14
we have to get comfortable with the idea of being uncomfortable and working with those who make us uncomfortable. that’s how we stretch and learn and grow

02:47:02
Expand LB office of Aging - structural funding

02:49:50
Very much looking forward to continuing the work and engagement on the path to true progress and systemic change.

02:50:12
thank you everyone for making time and space for this conversation.

02:50:40
Thank you, Kim, and BLMLBC for the years of very hard and incredible work you do. Also echoing that they must be at the tables for this to be healing. Also will echo youth engagement and adopting the People's Budget, defunding of police and the demands of BLMLBC. Thank you, friends at the City for holding this.

02:51:46
Thank you everyone, especially BLMLBC and everyone in this for decennial change.
