Speaking order: (1) Everett, (2) Dave (3) Nate

57:41
Q1 response: I’ve read through a couple of other counties in other states’ models with regards to community safety and reforming their policing “structure”, some follow on questions or thoughts I’d have:

59:03
Next policing community meeting is on July 6th

59:06
Speaking order: (1) Everett, (2) Dave Shukla (3) Nate D. ( (4) John Kindred (5) Bridgett

59:17
Camden, NJ - Minneapolis, MN - there are lots of models for different models of policing and funding public safety goals - what we need is an integrated approach, especially since so much of the city's revenue streams are bound up in dirty energy. We know that as Californians, we are leading the State in building the jobs of the future in renewable energy, weatherization, net zero building construction, etc. - clean energy economy jobs, high road jobs with career pathways...good middle class jobsWhat we don't really have is an understanding of how far behind that curve Long Beach is, or how much our public spending on economic development actually hollows out our town, since the jobs and firms who benefit neither live nor otherwise work here. Quiet is also is kept on how the priorities across a number of city departments necessitate that they undercut the efforts towards Health Equity or Restorative Justice, as we have more than anecdotal evidence certain department heads have done as recently as Friday.

59:26
Next policing community meeting is on July 6th 10:00am-11:30

59:39
Steve please put your question in the chat. I will send it to the facilitator to read directly.

01:00:17
Good point Everett!

01:00:24
So, when we talk models and changes, I would like to see the set of policy options open to us to incentivize information sharing - as T&R did in South Africa - and peaceable transformation

01:00:28
What is going to be done about the citizen police complaint commission CPCC? They are a fraud and the city needs to get a real oversight teams that is not connected to the LBPD.

01:00:58
I definitely would like to know how this process will be evaluated and reiterated and improved this time next year

Tony thank you for your post. Would you like to be added to the speaker queue?

01:10:26
I found a mic and it might be working can we try again?

01:11:15
Hi all, Steve Updike has a mic now.

01:11:20
Done!

01:12:26
To Deaka and Everett's points:Accountability is missing from all Police Depts across the United States. There are no consequences for corrupt officers. They are protect by qualified immunity. No one is above the law, and murder should result in serious consequences, not a desk job or paid leave.Training needs to be more extensive. Requirements need to be heightened. We cannot entrust someone with a gun and the abilty to take a life wthout proper education. Prerequisites should include a college degree and specific ethnic studies courses. Doctor's are subjected to years of study, residencies, and fellowships before they are intrusted with the care of human beings. The police should be expected to possess more than a high school degree. This is the minimum. Policing needs be reimagined, immediately defunded, and subject to consistent review by an outside party.

01:14:51
Police unions are definitely something else to look at, it makes it really difficult for cops who want to do the right thing or, dare I say “dime out” some of their more corrupt counterparts difficult to do. I feel like that’s one of the first steps to review with regards to accountability

01:15:17
Agreed Nate.. We're looking down the wrong channels in regards to recruitment. This can be said nationwide, mind you.

01:15:47
OK @Tony!

01:16:14
Yes Nate!!! Thank you. Let’s recruit folks who want to learn restorative justice and deescalation techniques, not join to stay armed after their military service.

01:16:17
great point about hiring - these so called "warriors" have nary a mumbling word to tell me about how to deal with the wicked time dynamics of anthropogenic forcing on the carbon cycle

http://longbeach.gov/police/about-the-lbpd/employment/join-lbpd/compensation-and-benefits

01:19:39
I agree about hiring soldiers to be police officers. They are trained killers. On the other hand, they hire kids fresh out of Highschool with no ties to Long Beach communities that only know about what they see on tv and what they hear. So, most of the people that are hired to police our communities are really not qualified to do so.

01:21:04
I know this is a bit off the rails….but I’d be a little weary about people dehumanizing military members. I definitely agree we want to change the recruiting strategy to emphasize character values appropriate to serving the community

01:21:21
How about actually requiring them to know the law! None of these high school kids, no ex military. Extend the schooling process of police.

01:22:30
That part! @John

01:23:34
@Lawrence I hear what you’re saying and maybe that’s why things are the way they are, because folks are too weary to call it for what it is

01:23:38
Check out this memo from Tom Modica to City Council and department heads?? It shows they are not hearing us. They are only hearing from their own circles. This process is a waste of our time!! http://www.longbeach.gov/globalassets/city-manager/media-library/documents/memos-to-the-mayor-tabbed-file-list-folders/2020/june-29--2020---framework-for-reconciliation-corresponding-data-and-policing-policies_

Thank you for sharing this link Christopher!

01:25:28
@nate just seems a bit divisive, I think we want the people who are in the positions to want to step up and be a part of the change within the systems their in. Labelling them collectively’s rough. Can’t reiterate enough though that I agree with your way ahead on this

01:25:37
we need to hold police department supervisors accountable as well!

01:26:04
(In positions in the PD presently, guess I should’ve specified that)

01:26:26
PREACH @Bridgette

01:26:27
That militaristic brotherhood ideology carries over to our police departments.. They'll cover for each and respect rank before they check the morality of the situation, historically speaking. Well said Bridgette.

01:26:42
Yes @Bridgette the City as an institution should be voicing FOR THE COMMUNITY not FOR THE POLICE

01:26:47
“CALL IT WHAT IT IS” ✅

01:27:13
Why is the city wasting our tax money on mental health when it has been proven that psychiatry is a fraud and does not work and their psych med drugs kill people?

Hey Christopher. I saw your comment to the memo you linked. I’m really curious about what you said.

A lot of the problems that we have here is that the education is and has been lacking. There needs to be real education and learning going on here. For example teach people to read where they can really read and understand what it is they are reading. Then apprentice where a person can practice what it is they learned and improve their skills.

01:29:57
@bridgette LBPD has killed at least 30 folks in custody in the last 10 years and very few have been prosecuted or faced legal repercussions. I put together a spreadsheet - https://docs.google.com/spreadsheets/d/1G_8C9su2m4awDMfCfXGzgqWO156zYrguvls1VWhGsto/edit?pli=1#gid=0 - and appreciate you bringing up their mental health. Mentally healthy people do not shoot people!!! Think of nurses who have to restrain people every day at extreme levels of agitation aggression and fear, they don’t kill their patients. Our police clearly are not in sound mental shape if they are shooting and beating so many folks here.

The mayor is trying to stay away, prepping for his Lt. Governor run... LB is in his rearview mirror

01:31:41
Did you read in the papers where ex-LBPD members want to kill a BLM leader Shaun King? Makes the police look bad if their former members think that way. FBI is suppose to be investigating that.

01:35:32
LBPD committed a hate crime against me by saying they want to run me a bisexual man out of Long Beach. Then Officer Olea wrote a false report on a crime that was committed where I live. I have proof of what I say, I have the false report and a video that proves Olea lied. He was the same one who committed the hate crime against me. Nothing has been done and this happened in November 2019. It is a crime for a police officer to write a false report.

01:35:52
THANK YOU SURYA!

01:36:21
South Africa's T&R Commission provided a model for how to deal with these recalcitrant sectors (LBPOA) that thrive on unaccountability

My reaction to the feedback is it is watered down BS. A slap to our faces. Themes are nothing without implemntation plans. This city needs major shifts and drastic changes or the people will take action. Do the work now or clean up the mess later.

Desk duty my aaaassss

01:40:04
All POC need support, love, and policy change right now.

01:40:13
After Porter Gilbert the head of the LGBTQ Center who was on the CPCC came out and said that the CPCC was a fraud. Then he listed many reason that the CPCC is a fraud. Now he is being attacked and his reputation is being attacked by people who I suspect work for the LBPD and CPCC. The LBPD need to be investigated by the FBI this.

01:40:37
I suppose if the panel, or anyone in the city published for everyone to see what proposed legislation in the city is brought forward. If there are any members of lb forward’s team here, who can reformat their budget requests to match how Long Beach gov models their fiscal year budgets

Idea, build on the Long Beach Promise into jobs here is the city.

01:42:30
Idea, pilot universal income for most impacted family and residents here in the city.

01:43:16
Idea, make the hire a youth program year round with education credits.

01:43:31
@Christopher for sure. Notice how all the downtown construction is outsourced? All the projects the Mayor and his bestie Molino do are not Long Beach centered

01:43:59
People keep saying psychiatry should be used but the truth is psychiatry has been around a long time and things have only gotten worse. That is proof that psychiatry does not work because if it really worked things would be getting better not worse. Not only that but the psych med drugs are poisons that kill people. Most of the mass shooters are on psych meds when they get guns and kill people in and out of schools. I grew up in a time when we did not have all of the psych meds they push on people today and we never had anybody take a gun to school and kill people.

01:44:05
Intercultural communication @ CSULB was pivotal to understanding and talking to each other.. If only all police applicants were required to take this course.

02:06:53
You asked what changes can be made in Long Beach? Examine how Blacks feel when they see themselves within the city. If we are not mentioned or acknowledged, nothing you do will matter. MLK Ave should go through all of Long Beach. What do Black people mean to Long Beach? In everyday life, we are constantly put down or not put first in some kind of way. How does a parent explain that to their kid? When I asked as a kid why does it stop at Willow? I was told "Because we're Black".

Change will come when we get people in those positions that are willing to make a DIFFERENCE. We need people in those positions who see our struggle, feel our struggle, and share our struggle.

02:14:31
Did yall see the LB CARES rent assistance? 1700 people get up to 1000 in a LOTTERY STYLE BID

02:14:42
Thats .3% of Long Beach population

02:15:03
@Chrysta thank you

02:15:15
Yasss @Senay

02:15:27
Speaking Order: (1) Jacqueline

02:16:19
Rob Peete.

02:16:36
The investment that has been made to "beautify" Long Beach is sold to long time residents as a way to better our lived experience in the city, but we have seen that that is not the case. It is to bring in new money and change the demographics of the city to match the profiles of our neighboring beach cities. It has resulted in the displacement of Black and POC folks who cannot afford to live in the place they have called home to gentrification.

02:17:49
Senay for Mayor??

02:18:31
Agreed Alejandra, the silent gentrification at work in the development of our city is sickening..

02:18:39
Tidelands funding needs to be refigured

02:19:20
WELL SAID SENAY

02:20:17
@senay, it wasn't a donation, it was a proposal to allocate $1million from state COVID funds, towards COVID efforts for Black folk

02:20:22
Well said !! Senay you should be one of our Leaders.

02:20:57
I agree all day every day with what each point Senay made.

02:21:36
Yes, but that responsibility belongs to the City

02:21:44
City Staff, is there a reason we are not getting an answer to our question about how many attendees are on this call?

02:22:02
They had answered earlier. There are currently 56 people on the call.

02:22:04
:)

02:22:42
The sell-off of former RDA properties is something I would like to ask the City Manager's office to review from an Equity basis.

02:22:43
Black folks take care of Black folks because they care, but also because they have to! The City isn't doing it!

02:23:42
Love what you are saying!!!

02:23:51
Senay, you are really highlighting so many inequities; why aren't you on that Business Development District Board? That vacancy tax also needs to be done!

02:24:34
opportunity costs of promoting and maintaining a rentier class that is not a productive part of the local economy, but a dragweight on development.

02:26:37
That's what I was saying... how do we see ourselves? How does the city uplift us? If we see ourselves lower than or not represented, it becomes our way of thought. This is basic history of racism. Long Beach has to uplift Black people and we have to see it to believe it.

02:27:01
thank you @chrysta. does 56 include city staff. can we can get periodic counts of attendees?

02:27:21
54 current attendees, not including City Staff :)

02:27:53
Good feedback for the City—I can make sure we keep a running tab on the counts in future Town Halls. Thank you for the recommendation!

02:28:08
Agreed Jacqueline, Senay you have some strong rhetorical skills. Inspiring.

02:28:17
Fill in the gaps when it doesn't exist in families. Families have many problems but our kids go to school and it's a place of education. I need to participate in the education session also. :)

02:29:37
Reverend Fred Shaw has worked alongside the NAACP in getting 3 national resolutions passed

02:31:08
AMEN

02:31:16
90 so far on the fireworks call :/

02:32:14
.

02:32:16
I called into the fireworks call for a second and hung up. This is my priority at this time.

02:33:17
GET A WATCHDOG GROUP THAT IS OUT SIDE OF LONG BEACH AND CAN NOT BE AFFECTED BY THE LBPD TO WATCH OVER THE LBPD

02:33:31
Hi, are you calling in from a phone?

02:33:32
Thank you!!!

02:33:42
Can the City share who are the stakeholders? How are they selected? Will they represent every sector of Black people in Long Beach?

02:34:09
In reference to Step #3 of the framework... stakeholders?

02:34:45
Most of the people affected by these conversations are not necessarily digitally savvy - how does this get into the PT, Grunion, etc. How do you handle the flood of phone calls you are sure to get after?

02:36:05
folks on the phone can press *9 to raise their hands

02:37:57
ministers alliance is not representive of the black community as a

02:38:07
as a whole

02:38:28
Thanks Jerlene. Great points also!

02:39:32
Fellow attendees, if we are expecting the people who benefit by being in the system to hear us and do the right thing, I think we are fooling ourselves. Tom, Mayor, Council Members, Directors, don't want to fix anything. Fixing anything will mean they need to let go of their power. We need to replace those with who are in the power currently and replace them with the people who are not career politicians. This is just an attempt to let us run out of the steam. We need to strategize outside this "listening session".

02:40:03
resources for students who should know more about African Americans and their history - CSULB Black Studies department has courses in history, sociology, etc. -prospective police should take them!

02:40:47
Action call for the City and media to promote good things about Black people and the real situations that we face.

02:41:55
The Community College System has made a statement that they are looking at the revision of the curriculum that is provided to train Police Officers (Community Colleges train over 70% of all officers) BLM is influencing that change.

02:43:07
Current Attendees: 52 (not including City Staff)

02:43:47
@ ms hattie, Thank you!

02:43:48
I only saw on Social Media.

02:45:19
Next Speaker: Keth Odd

02:46:16
City officials have the power to make changes in this city. They can make this city better place for all by doing what's right for the Black people of this city. Actions speak volumes.

02:46:24
Hey Chris!

02:47:33
Current Attendees: 50 (not including City Staff Panelists)

02:49:43
Current Attendees: 47 (not including City Staff Panelists)

02:49:47
thank you chrysta!

02:50:03
Hii Jerlene. Glad we are in this struggle together.

02:50:59
@Anthony, City Officials don't have the power to make decisions like the Council and Mayor has. Also, as @Dave mentioned, not every City Official will care about this because they benefit from the inequity that exists. I think we are in a bad place with the council we have and lack of accountability.

02:51:57
I work for a local government and there are various roles. So, all can assist in changes. It depends on the topic and role.

02:52:32
@Chris, you keep me encouraged and accountable. My generation needs to support your generation, and we need you to keep us ALL accountable.

03:03:19
